The Russian authorities intend to license messengers Skype, Viber, WhatsApp


The Federal Communications Agency of the Russian Federation is interested in licensing Skype, Viber, WhatsApp and other messengers on the territory of the Russian Federation, which allow making calls over the Internet to landline and mobile phones. The license could make it easier for security authorities to control such services.


As reported in the tender documents on the public procurement portal dated January 13, the initial cost of the study is estimated at 50.2 million rubles. The contractor will need to conduct a study of the regulatory framework of the Russian Federation for regulating Internet services that make voice calls to public communication networks, virtual PBXs and the activities of data transmission operators. Also, the contractor was instructed to analyze the existing organization of VoIP (Voice over IP) traffic transmission in the public telephone network.


Viber, WhatsApp, Skype, Mail.ru Agent and Hangouts messengers can be regulated.


Experts believe that in practice it will be impossible to implement such a solution, since companies will not want to disclose the details of their technologies.
